Regional Security Officer, South Asia

International Justice Mission is a human rights agency that secures justice for victims of slavery, sexual exploitation and other forms of violent oppression. IJM lawyers, investigators and aftercare professionals work with local officials to ensure immediate victim rescue and aftercare, to prosecute perpetrators and to promote functioning public justice systems.
The Need: 

Job Overview:

The Regional Security Officer, South Asia will lead strategic and operational safety and security initiatives in the South Asia region. This position will be the primary point of contact for the Regional President, South Asia on safety/security, and will be responsible for coordinating safety and security initiatives, policies, and procedures across the region. The Regional Security Officer is responsible for providing subject matter expertise as appropriate during incident response, as well as for mentoring office-based Safety and Security Focal Points. The Regional Security Officer’s subject-matter support can include, but will not be limited to, initiatives designed to build safety and security culture, harmonize and contextualize safety and security policies, and adaptively respond to incident scenarios. This role will assist in: risk assessment and analysis, risk treatment plans, contingency plans, monitoring and evaculation, training and development, incident management, policy implementation, and strategic innovation.

  • Building Safety/Security Culture: Ensure Office Compliance with Safety and Security Standards (South Asia Region). Ensure that the South Asia region has developed, implemented, and maintained a strong safety and security culture across all Field Offices, in-line with IJM’s global safety and security culture, policies, and procedures. Build organizational duty of care, and enhances the overall safety and security of our people and operations, through effective safety and security policies and procedures and expert security staffing, to include full compliance for each office with IJM’s Safety and Security Standards.
  • Driving Expert-Led Safety/Security Support: Ensure that IJM Safety and Security Focal Points (SSFP) are treated as subject matter experts in the South Asia region, due to strong mentorship. Ensure that SSFPs are recognized as experts in their offices both internally and with external stakeholders.
  • Enhancing Incident and Crisis Response: Ensure that IJM South Asia’s critical incident response mechanisms manifest excellence. Ensure that Incident Management functions in each South Asia office are well-formed and align with global Crisis Management functions. Serve as an expert via strong response to incidents, both in terms of mitigating effects (when possible) and establishing lessons learned, after action reviews, and other incident response and prevention mechanisms.
Required Skills and Experience: 

Leadership and Management:

  • Oversees and coordinates country-specific updates, and update rhythms, for sub-policies and tools associated with the Safety and Security Standards;
  • Provides expert guidance to field office staff and leadership, including expert recommendations for safety and security of staff at all time;
  • Adapts expert guidance for safety and security decision-making to IJM’s casework types, context-specific realities, and other factors to ensure duty of care;
  • Provides technical oversight and expert support to country security focal points;
  • Establishes and monitors office access control mechanisms for IJM premises;
  • Provides early warning updates and mitigation expertise to the country offices;
  • Provides on-the-ground leadership in response to critical incidents in the region, and provides input to office and regional leadership on crisis management;
  • Effectively mentoring of office-based Safety/Security Focal Points.

Strategy & Knowledge Development & Implementation:

  • Reviews, revises and implements comprehensive security strategies and operational protocols for IJM South Asia Field Offices, including evacuation and contingency plans for each office.
  • Collaborates with field office and regional leadership to ensure Regional and Field Office security strategies appropriately support IJM program priorities;
  • Creates and updates regional risk assessments, risk mitigation plans, monitoring systems, and evaluates the consequences of risk and risk mitigation measures;
  • Conducts and updates risk assessments for new project locations, with Global Safety and Security support, as appropriate;
  • Conducts multiple yearly visits to all office locations within the region, to best ensure context-specific subject-matter expert support is provided and informs region-specific safety and security strategy;
  • Develops and maintains robust operations center functions throughout the region, in conjunction with SSFPs and in-line with standards developed by IJM’s Global Operations Center;

Networking & Partnership:

  • Leads an internal regional security focal point network for the purpose of coaching, peer support, and personal development;
  • Represents IJM externally and in interagency forums.

Policies and Procedures:

  • Ensure regional travel policies and procedures are established (and global policies followed) to mitigate travel risks to staff and associates;
  • Ensuring Office Compliance with Safety and Security Standards (South Asia Region).


  • Facilitate communication to ensure field office staff are equipped with adequate knowledge, tools and resources to comply with security protocols and best practices throughout the region;
  • Liaises with the Field Office Directors and Director of Operational Security to provide regular reporting and updates on security issues in the region;

Training and Development:

  • Trains, coaches, and mentors staff in the region at all levels on integrated security and leadership development, in order to strengthen their skills in their own professional area. This is toward the goal of mainstreaming / integrating security management into all project designs, country strategies, and departmental policies and procedures;
  • Identifies, develops, and delivers training for regional and country staff, and ensure that staff complete all trainings necessary for their respective roles as deemed appropriate, to include Situational Awareness, Hostile Environment Awareness Training, surveillance detection, first aid, driver training, and others.
  • Ensures compliance with fire regulations and train office staff in fire/building emergency management plans;
  • Lends expertise to country security managers during and after incidents, to include leading lessons learned and after-action review processes.
  • Conducts yearly drills and scenario exercises to build incident response capacities in the field;

Research, Program Management and M&E:

  • Evaluates evolving political, social, and climactic conditions for possible threats to the safety and security of staff within the region, with the support of SSFPs;
  • Conducts regular and ongoing reviews and inspections of current security procedures, policies, and systems, ensuring compliance with and maintenance of IJM’s Safety and Security Standards.

Documentation, Reporting & Data Management:

  • Enhances regional communication and reporting functions on safety and security, such as through weekly reporting mechanisms, etc.
  • Monitors national and regional security incident reporting and ensure appropriate dissemination of information during emergencies;
  • Supports the South Asia team with expert incident response, reporting and post-incident action and follow-up;

Events and Logistics:

  • Manages security requirements for special events, including Trips to the Field visits by donors, VIPs, etc.;

Clerical and Administration:

  • Ensures all offices maintain updated staff, emergency contact lists, and details of visitors, trainings conducted, briefings delivered, etc.


This position has a dotted-line supervisory role over the Safety/Security Focal Points in each office in South Asia region.

Education & Experience:

  • Minimum 5 years’ experience in managing security operations, preferably for non-profit or foreign-based organizations
  • Experience living or working in a safety/security function in Chennai, Mumbai, New Delhi, Odisha, Kolkata, or Bangalore;
  • Expertise in analysis of security threats, risks and vulnerability in South Asia, particularly India;
  • Experience in crisis management preferred;
  • Strong oral and written communications skills;
  • Fluency in oral and written communication in English is required. Fluency in Hindi, Bengali, Kannada, Marathi, or Tamil is required.
